Dayton Adopts Project Labor Agreement Ordinance for Large Construction Projects

The Dayton City Commission has approved a Project Labor Agreement (PLA) ordinance during its meeting on July 2. This ordinance establishes guidelines for the city's approach to large construction projects, aiming to balance efficiency, equity, and economic impact.

Commissioner Christopher Shaw commented on the significance of the ordinance, stating, “This ordinance is an investment in our workforce and in Dayton’s future. By promoting fair labor practices and increasing opportunities for local workers, we’re building a stronger, more equitable city.”

The new regulation applies to city bid contracts exceeding $2 million for construction, reconstruction, or renovation of city-owned buildings or structures. However, contracts related to the Dayton International Airport are exempt due to prohibitions against using project labor agreements.

The Dayton-Miami Valley AFL-CIO Labor Council and Dayton Building and Construction Trades Council has expressed support for the ordinance, both testifying in support of the measure. The councils acknowledge their potential role in enhancing working conditions, safety standards, and workforce development efforts throughout the region.
